There's a much known option, but disliked mostly by artists. You have your flat colored layer done, so you do just two more layers on top, at low opacity. One you will use only flat black to do the shadows BASIC. And the other you'll use just flat white, for light. BASIC.
Of course you'll see inmediately how limited this is. But in good hands this system is a lethal weapon.

How do people make "traditional-like textured" outlines, like in pic related? I'm sure there are a number of ways you could achieve the result, but this became super-prominent a while back, with many artists starting to do it at the same time, so I'm guessing there's a tool they added in some software (photoshop? sai?) that facilitates it and everyone jumped in.

There's not a "one guaranteed safe way" guide to it. I see everyone chose a different path, linked to their personal liking in regard to entertainment. I don't like superhero stuff, BUT, I think going through that path is a pretty safe good one. They use very clear and solid shapes, standardized shapes through out that industry wich is perfect, they all use the same builidng blocks (shapes), and also poses that are embedded in your brain after seeing them so many times in western culture.
Search 'superhero comic figure construction', and start drawing and copying everything, you can't go wrong with that as a start.

In the beginning I focus on three things -- Placement, Pose and Proportions. Everything else such as anatomy, design and details I set aside until I'm happy with the initial sketch. To make this process easy I'll start simple using a very basic mannequin figure. This helps me to stay focused on creating strong foundations without getting too overwhelmed. There's so many components that go into a drawing that it's easy to freak out if you don't take the creation process one step at a time.

Next I lay in the anatomy and design of the character. Typically I've got a few anatomy referencces on hand to help make sure I don't leave out any major muscle groups. As I build upon the underlying mannequin model I keep the drawing base. Nothing is set in stone! This stage is all about experimentation especially when it comes to the design of the character and his costume. For Babylon, I've gone for a majestic, god-like aesthetic to accentuate his supreme power.

Once I've loosely sketched in the anatomy and design of the character. I move straight onto the inking stage. This allows me to save time because I don't have to polish the pencils to a super fine level. My inking process begins by refining the contours of my drawing paying careful attention to the shape of each element. I then place in the line weights and shadows. Finally I render the image using fine cross-hatches to describe the forms and to create soft shadow transitions.

Ok so I tried something, never did this but it was cool. I make quick sketches of body parts, all scattered around. My brain already has a basic shape for a foot, a hand, a part of the leg, (in certain angles as well, side, front ,back). I draw just icons, is like that child game of matching shapes in a board. Your brain calls the shape. So then I just put them in order on the side as they are, to build a body, and it worked, it's a very simple figure, but it has a good shape, it works. You want your inking stage to be basically tracing ready to go lines, so that you can focus on things like line weight and where to place no ink at all in instances of harsh white light. In this pic you can basically see lines in the pencil in all the right places. Its almost like you do a final pass on your pencils to nail in the lines before you move to inking. Inking is such a polish stage that sometimes you have some other guy do it altogether and you don't want that guy having to make any decisions that you could have made yourself.
