I do draw but I don't have much time to draw but I have time to observe, work is strict when it came to my hobby.

Probably to a certain extent, but it'd be similar to watching how a racecar driver drives, and expecting to be able to do similarly because you also know how to operate a car. In the end, practice makes perfect, and lack of practice will make you atrophy, even if you're observing others.
If you're observing how people draw, try some no stress doodling along with them, it's better than doing nothing.

won't work if you don't already have a high enough level of expertise. beginners will over estimate their abilities. they don't know what they don't know so they'll make a lot of wrong assumptions about what it will be like to actually do it. you would need a lot of actual experience to get anything out of this.
psychologically it will scratch your itch to draw without you actually drawing so it will probably hurt your more than help you.

ART IS A SPORT, not a theoretical science. You read the rules once, you put them in practice ten hours a day every day for the rest of your life and maybe someday you'll be worth a shit.

You cannot apply what you see without knowing how that feels when transferred through your hands.

In other words, no, you can't become a god just by looking at masters of their craft. You have to draw yourself to understand drawing itself.
