For all intents and purposes she's an annoying teenager wowed by the novelty of Gensokyo, and larps as one of the "cool kids" without understanding that this fantasy is still very real and has consequences to the people living there. At best she's a fun punching bag, at worst she's a wrecking ball to the plot. Yukari needs to stop jobbing and get off her well padded tush and tighten up the barrier some more.

They already know about the outside, you seem to forget that eccentric weirdos from the outside come in on occasion with their wacky future ideas that sometimes get adapted. There's also a literal fucking store that sells outsider junk with an autist that will talk your ear off about all their functions and his theories on them.
