It bothers me when Cirno's presented as somehow being unique retarded amongst the inhabitants of Gensokyo. She's obviously not very bright, but actual canon doesn't show her as being any worse than the other fairies, or even weak youkai, who are generally very stupid.
Even Flower View, despite creating the meme, depicts Cirno as being more intelligent than Mystia, at least, since Cirno could at least remember Eiki's lecture and mull it over, while Mystia forgot about her lecture immediately.

She's also clearly a better detective than Satori, easily discovering the culprit behind the fairy crystallization incident.
