I think it's you who is very uninformed and naive because it already is in place my friend. You just don't realize because you love it and it aids your lifestyle. Let's have a little test and look at a very simple local level:

This is a tiny area that serves as example for a basic premise. Now I want you to pay attention, read between the lines, connect all these video articles and especially the last one. Then I want you to put it in historical perspective. For how long have humans lived in communities without surveillance? Why do many densely populated communities without surveillance have very little crime and other have a lot? (and keep your /pol/tard race bullshit to yourself) And most importantly compare this to the UK, the most dense surveillance network in the world and how its violent crime rises constantly and more than doubled from last year (!!!) despite every move, communication and transaction being under total surveillance. Lastly, I want you to think about WHY it is that these surveillance measures put in place are never publicly discussed or questioned, but they are just being decided and done without any input from the public and how nobody even evaluates the actual non-correlation between 'security' and 'surveillance.

After you've done all this, ask yourself why this highly nonsensical societal change is taking place and why they are implemented in a handcuff-principle (only one way, you can never go back, you can never decrease 'security', only tighten it) and where this inevitably leads. The answer is a society very similar to the CCP's China.

This example is only about the aspect of population surveillance. You can adapt the same principle to the 'Better than Cash'-movement of Microsoft's Bill Gates or the corona measures or Elon Musk's propagation of self-driving vehicles or Amazon's subsidizing of video-doorbells and drone delivery programs with help of the police aparatus. Even Facebook is used by heavily as data gathering mechanism by 'governments'. All these tech giants have merged with government structures and the legislation is never made by local politicians, but by large overarching organs like the EU or the UN whose main purpose was always to unhinge the leverage of countries constitutional determinism. Local and even federal politics are not important under the hand of the UN. One clear agenda of the UN is to carpet everything in intelligent CCTV and to universally implement electronic currency. And where did we first find this? Yes, in China.

South America (same as geopolitical puffer zones like East Europe or the Middle East) are the areas that will be the last to be overtaken by the new system because they are the final merging fields between the current world powers that will eventually merge to a single 'world government' with one single currency. (keep in mind I'm speaking of a future beyond our lifetime) Also the countries you've mentioned are special cases in a sense that, as silly as it sounds, they provide goods and services on a transnational level that other countries cannot possibly compete with and thus their 'governments' are comparatively small and indecisive (for now) because it serves a greater purpose that doesn't make it necessary at all to dominate and control their populations at this point in time. They just need the means to crush the occasional uprisings and that it's it. And even if their governments would be toppled, they would easily be replaced with another sock puppet. It would lead way too far to explain this because of economic geopolitics and it's not part of the topic you refer to.

Fact is that the course for the future is set and you cannot stop it. The Chinese model is what every 'government' strives for in their transitional pursuit for a final, unified system of what will ultimately become world governance.
