Pratically it is useless, since it's a composition of extremely technical, tedious, unmanageable proofs, using only basic logic. It pretty much reads like assembly code. It took them about 300 pages to show, for instance, that "1+1=2" is true. But it's uselessness has nothing to do with your quote. PM's content is true. You could show pretty much everything including the theorems used in school math up to the fundamental theorem of calculus in such a way, so it is a very important work since no one else has properly proved things that we take (misleadingly) as trivial. What the quote is mentioning is when abtract shit gets real, like using the axiom of choice. You can't prove that the axiom of choice is true or false in our system of logic. But you can prove that you can't prove it.
