No, Okina was purposely laying things on as thick as possible while "recruiting" Marisa because her hunt for new "subordinates" was chiefly a smokescreen to just flex her power over the youkai, as revealed in Reimu's Extra stage. This is why she was so incredibly pushy and forceful; it's really just an act, a simple deception from a god of performers.
Just compare it to how she treats Cirno; she's far nicer and basically goes: "Hey fairy, you wanna have a job? No pressure, though" and then instigates another incident with Cirno at the center and reaffirms her previous job offer.
She's clearly just bullying Marisa for funsies, rather than any genuine interest.
