Sacchan knows that if she were to ever undress herself in the presence of her sisters, they'd avert their eyes to protect their minds and sanity from her aura of overwhelming biblically accurate angel type of seraphic radiance. Plus it's just Alice. She's so withdrawn and troubled that she's "barely even there" even when she's present.

Shinki did create the entire Makai herself, so I'd say that it's not unreasonable to assume that she created Sacchan too. Every realm needs someone or something to handle the souls of those that die within said realm (notably Eiki is the Yama in charge of Gensokyo), so it would make sense for Shinki to create a being to be in charge of that. Also, Shinki has six pairs of wings herself, so giving Sacchan six pairs of wings and an appearance that is also somewhat similar to Shinki in other ways could be a way to make it instantly obvious to every other Makai resident that Sacchan is closest to God (Shinki), has the most important job in Makai, and that she should be treated as such.

Or maybe Shinki just thought that multiple pairs of wings look cool as heck, I don't know.
