I could see the isolation and betrayal by everyone he knows and trusts forcing him back into the arms of Reimu. If nothing else his reputation has been throughly destroyed by the HSE to the point its doubtful he could ever find normal work in the village again.

As well the man just wants a normal life again, he desperately wants to return his old life in some form which is why he's clinging onto Ran and Chen as a stand in for normal familial love. The two being the only ones he's in regular contact with who haven't succumbed to some kind of base physical relationship.

If Yukari is able to destroy all the bridges he's built, kill all his hope, corrupt the Moryian shrine, and then plant the idea in his head that Reimu is his only salvation(probably by dramatically losing to her in some show) then and only then would her plan work.

Though given with how often she goes in for his services i wouldn't be surprised if she claims him for herself.
