So? That doesn't really mean anything actually. And interestingly enough, it doesn't say anything about Makai (which exists in the actual canon, just probably not in the same way as PC-98). Maybe Shinki isn't putting up with the Dragon God for some reason?

the Dragon God didn't create Gensokyo, the sages did, he just appeared shortly after its creation (with the Hakurei Barrier), flexed over the three jobbers, and went back to the heavens (or sea). he wouldn't have dared to do that to Hecatia and Shinki
