How would you picture her relationship with Yuyuko be? Would it be a friendship in the truer sense where there is an understanding between them and gives each other a shoulder to cry on, or is it out of convenience and Yukari finds her useful because Yuyuko has no real interests in Gensokyo's politics, the business of sages, and anything outside her Netherworld.

It's great, the duality of her character is interesting. What makes her scary is that she isn't stupid. She's a creepy eldritch eyeball monster wrapped up in a shell of cute girl things and relatable neetdom. Her intelligence and perceptions create an uncanny valley between her actions. One moment she's munching on chips and mindlessly watching TV, the next she remotely cuts some schmuck's break lines because their muffler was quantifiably too loud. To Yukari, her plan makes perfect sense whereas everyone else sees it as cruel and unusual. Rather than hire them a marriage counselor or talk to them, this outlandish and convoluted plan is the way to go.
"Why cant they all just understand it's for their own good?"
"Why must they let some silly emotions get in their way?"
"Why do they blind themselves so? You wouldn't deliberately trip over your own feet: are they stupid?"
"Don't they know they would've faded away were it not for me?"
"They must've forgotten. So it is up to me to reeducate them in their follies like the benevolent shepardess I am."
It's a textbook example of a God complex, except Yukari has the power to back it up. She wont consider their viewpoint because there's no need to, she knows she's in the right after all. Emotional pleas don't work because she can prove to you that her plan is logically sound, so what if you think her method is reprehensible. All she needs to do is point out that this is all producing desired results like Reimu's desperation and destitution and showing Anon that things weren't so bad before. All that matters is getting them back together and grooming Hana to be the next Hakurei miko. A little 'trauma' is hardly a problem.
