Ok genuine question, and only half related to gravure, but bear with me please

So I know there are a least couple anons living in jp lurking around, so how is the piracy scheme in japan?
I know its somewhat frowned upon, and depending on content you may get fined, but it probably isn't all sorts of content right?
like from the amount of content that comes out of there they must have some workarounds
