That way characters like Cirno aren't included but Seija and Gojo are.
While technically Okina and her camp (Nazrin, Chisazu, and the other two) are very important they aren't main characters obviously since they mostly do background stuff, and while characters like Cirno were mentioned a lot she hasn't been relevant in many threads now and I wouldn't call her a main character.
Enoko and Marisa's dad were only mentioned once, Junko and Heca are content to wait this out while being vaguely mysterious and maybe sweep in to kidnap/save someone at the end, or be a general plot device, same goes for the loonies.
Cirno is more of a victim of me writing her as a hero of her own story, probably what I would've done to Tewi as well if I did write her, probably for the best I didn't
