that's in the Gensokyo pre-HSE though, things are changing all over and the barrier also needs to change after more than half the youkai population banged a human. Fear is the thing of the past, now the barrier will sustain itself purely on friendship and lust! Also, does the barrier feed from the energy produced by humans and youkai? For all we know it's the Sages that keep the great barrier up, as it has been said in-universe that if a sage dies the barrier goes with them. And with the plans consisting of sealing Yukari and somehow keeping her power, probably Ran in this regard it's not too far fetch to think she'll change the barrier to adhere to the changes in the human village and Gensokyo as such; the barrier is not static, after all.
or maybe it'll be the death of Gensokyo and Keine will be remembered as the greatest mass murderer of youkai that should've kept the swastika!
