Anon... it's not black and white like that. There's a ton of variables when it comes to AI upscaling. The subject, the amount of artifacts, initial resolution, AI model used, denoising strength and the output resolution will all influence how the upscaled picture will look.
There are obvious limitations to the tech like in this anon's upscale >>35212550 the AI made a 'wrong' guess and instead of smoothing out the aliased lines from the input it just kept them.
At the other end of it you can get pic related from: https://litter.catbox.moe/9r78mi.jpg which is almost spotless.
