Making a lot of assumptions about the people currently working on the game there. It's an amateur volunteer project where the majority of contributors write bad code with zero consideration for code architecture or future-proofing.
Even if they were to build a new game from scratch, it's not going to be any less of a mess than TW is now. And that's not even considering the sheer amount of manhours it would take to produce anything worthwhile.
