It's not meant to be realistic, it's meant to be entertaining. It does that quite well if you're not to serious about it.
Also "otaku culture references" in anime/manga isn't something new, see Lucky Star, Oreimo and what Shaft did.

Something's bothering me about the anime, no paterns on the skirt. Fuck, that was the most appealing part of the uniform.
