I think there's far more to it than just "it's easier".
On an individual level anyone can relate to the satisfaction of an evildoer getting punished. It's karmic justice. An eye for an eye. But that's emotional decision-making. Apply the slightest bit of logic to it and you'll know that it won't solve the root of the problem. The bad guy is still around and definitely won't learn anything and change their ways. And where does this kind of emotional response come from? Is there an evolutionary reason? Revenge is a very common human concept. Yet other relatively intelligent animals and hominids don't have that kind of thing. Probably. I have no idea.

And it's just absurd that some (well, many) countries keep repeating same kind of mistakes--same kind of bad emotional decisionmaking--on government level. Having a prison system that pushes people deeper into crime and creates more criminals won't help a society.

Really, why are humans like this?
Ryuukishi's 'nobody's beyond redemption' philosophy has the right idea. It just skips the hard part which is the rehab. Sometimes you just can't turn a genocidal unit 731 esque virus researcher into pure good with a letter from gramps nor turn a violent small-time criminal into a kind and caring family man with some bad dreams.
