That's Narumi, she's a Jizo statue that became alive because of magic. Jizo statues guided people around and protected the spirit of children, so Narumi guided Keine here to stop the falling kids from becoming splatters on the ground and hoped she'd take care of them. The tsudzumi, a small hand drum, is just an instrument mothers would sometimes play to their newborns to calm them down
