限る is used in various ways. the verb itself both transitive and intransitive

transitive
一人二個に限る to limit sth. to only 2 pcs. per person
時間を限る to limit time
限られている時間 limited time
席は限られている the (number of) seats are limited

intransitive
1. ～に限る the best, "only this (is great), gotta go with ~"
夏はビールに限る beer during summertime is the best
2. ～に限って｜～に限り｜～に限った limited to ~
日曜日に限って only on sundays

～とは限らない ~ is not necessarily the case or won't be, ~ is not guaranteed (possiblities [reality] aren't limited to the outcome that is ~), not guaranteed

the are more expressions like A限りB (as long as A, there's B) or A限りだ (only gonna be A from here on out, nothing but an A, such an A) - see pic related
