Branding, timing and more restricted.

What nijisanji has over them is the fact that males and females are all considered the same brand, they aren't treated as separate entities and thus every single member, no matter the gender is given the same brand recognition and the same advantages and disadvantages which makes it so they're all able to be on equal footing. Holostars doesn't get that, while they're under cover, the average person will never see Holostars and Hololive as the same brand, so they are naturally going to have to push themselves up to catch up to hololive if they want to be as successful rather than having the same benefit nijisanji has that places them on equal footing.
>Timing
Niji males all debuted WAY before holostars, they had more time to establish themselves and practically monopolize the audience before holostars could even get a chance to establish itself(Kuzuha and co. were already some of the top vtubers in the world by the time Miyabi and the rest of Gen 1 debuted), so now the way they have to get the JP audience relies on having to break through Niji's audience and manage to convince them to jump ship to much smaller channels.

I know you said "don't mention collabs" but this genuinely is a big reason. Even within Nijisanji, the best chance of growing is collabing with established names and participating in big company wide events and members that are basically shut off from the rest of Nijisanji end up sinking and forever living in irrelevancy. The holostars aren't able to do that kind of stuff and the girls don't feel like doing it either, so the holostars are very restricted in that sense and their only real collab options are channels that are usually the same size as them or slightly larger, which doesn't really do much for growth unless both parties are inclining like crazy. And before you say "well what about FBK and Matsuri" one on one collabs aren't necessarily the same as major events like a company wide Splatoon Tournament or baseball tournament and we've even seen that in the one chance they had to be in a big company wide event, it ended up being REALLY helpful for the member that did make a good showing(Roberu's sub count more than doubled after showing up on Holocomi)

Shinove is way more competent than the holo managers, he wasn't part of Cover when Holostars was made and shortly he started working for Cover, YAGOO lifted the restriction preventing the girls from interacting with the boys. And he's quick to prevent the boys from making dangerous mistakes like when Shien did the cooking stream and kept showing his feet.
