Steam bans are somewhat random. They very clearly don't ban all high school VNs seeing how every Nekonyan VN is on there and most of SP's.
In some cases bans happened because publishers fucked up like MG submitting a VN with the porn files in there which Valve found out by probing the files. H scenes were deactivated but Steam would've distributed the porn files.
The main cause for bans is that publishers want to sell their games as all-ages and mess up the process instead of selling it as an adult game. As adult games they might not get rejected at all but most VN normalfags don't look for porn games which are also hidden by default on Steam. That means less exposure and less sales. Also China can't access adult games on Steam. So publishers go for all-ages and remove the porn and any sexual references and then offer offsite patches or not at all. Steam also doesn't want any mentions to those patches and recently even banned people upvoting reviews that linked to patches.
I think publishers should just submit the games as adult games but Yuen too stronk.

Alicesoft isn't working with MG anymore after Evenicle went nuclear huge and Alicesoft saw only 5-10% of that in royalty payments. I'd like to point out that this is exactly how VenusBlood operated with JAST. JAST gets a large cut on sales of the uncensored version on their website but doesn't touch the money Ninetail gets from Steam. JAST gets to sell a completely uncensored version and Ninetail gets to sell it on steam without needing to deal with the +18 side of things other than splitting the versions. Everybody walks away happy since both publishers are getting paid for what they consider the most important parts and customers can purchase a completely uncensored version.

Walkure Romanze is one of those titles that I always hoped would get officially translated even though I read it years ago. Mostly because the mosaic censorship is pretty egregious and the artist tends to draw really nice pubes. At least you can see Celia's hairy vagina in a recent doujin he did.
