There are two main diciplines of VSRGs, 4keys (aka 4K) and 7keys.
4keys stems from keyboard play of DDR charts using Stepmania where each key correspondes to a direction panel in DDR and has a similar gameplay.
The music is usually copyrighted commercial music.
7keys stems from IIDX, which itself stems from the original 5 key Beatmania.
The music is pretty much just original music.
4K is generally easier to pick up but at higher level tend to rely on sheer note density rather than trickier patterns. You can either start with downloading Stepmania 5 and DDR charts from Zenius or Etterna with a beginner song pack. There is also Musynx on Steam.

For 5/7keys you can try Bemuse (https://bemuse.ninja) directly in the browser and should you enjoy that, download Beatoraja and Genoside 2018 starter pack. There is also Beatmania IIDX data as an alternative.

Reading up on launch-era Museca, and damn.
I'm genuinely amazed the game came out at all.

Kinda tempted to try and do some kind of home setup for it.
I do have a bunch of (really shitty) button knob encoders from when I built my SDVX controller, but they're really bad and they don't spin freely.

To answer your Taiko question, Taiko is actually very popular in Asia. Like, Taiko is popular there the way Guitar Hero used to be in the west. So, namco never abandoned that home market. It's not like we don't see rhythm games on consoles at all anymore. Switch is home to many of them, including Groove Coaster. It's just safe to say that Bemani specifically is going to stick with arcades and PC gaming, because that's where they make the most money at this point.

In individual Bemani series(iidx, pop'n, DDR etc), games were generally released a year(or longer) apart from each other. To expand on this a little.
Scores are tracked semi-seperately between arcade and konasute. You will be able to see your scores from one on the other (with a special indicator from where its from) but arcade and konasute dont share volforce or skill analyzer ratings, meaning if you PUC a 20 at the arcade it only counts towards your arcade volforce. Why this distinction exists i dont know. Presumably because the differences in tracklists.
All cosmetics you get are tied to the account so that means yes you do have shared navs and such, some cosmetics are arcade specific like emotes or touch screen skins for obvious reasons.

Is there a game that is like a minimal version of etterna/sm, but instead of lua hooks each file is compiled to a full command or library and the game is scripted and themed using shell, rc or whatever? So a user can just write whatever script, without having to make a fucking button?

The problem with lua+hooks is that (as well as having to add them for every function you want people to use) you pretty much have to be a full time dev to make a good theme and even then it's not a real programming language so you might as well just do everything in c++. lua just tricks you into thinking it's faster cause you can reload and see the changes, but if you are doing something visual, you want a program (or vse) for that anyway, and if you are doing some gameplay logic, you want compile time errors. Most games use a visual scripting engine (i.e unreal's blueprint) if any.

To get the most basic theme you need 1000+ lines of lua (see bare frames at 1046 over 19 files) to get something functional you need 20,000 lines (til death is 28187 over 115 lua files) and rebirth is 42452 lines over 107 lua files.
