Reimu being a tsundere feels like a flanderization. Based on the different manga she's more like a slob who can't take care of herself that well, likes to party, but when she gets on duty (either in FS as a more investigative role or in-game in a more fighting-related one) she can be less goofy and down to business. Reimu: She doesn't care much about other people's opinions, she doesn't show much affection for her friends but deep down she cares about them. She's lazy unless her work gets serious. She becomes grumpy as soon as you annoy her a little, she doesn't show much gratitude but doesn't hold grudges either. Little was shown about romance but she seems very innocent

Read the printworks, play the games (or read dialogue off the wiki if too casual), read the omake and character texts from the games, and step by step put yourself in the shoes of the character. Think about their motivations, desires, character traits, and ask yourself "what would X do" in different situations. You can't avoid headcanon because you're writing new scenarios and you aren't ZUN, you can't avoid extrapolating their character. The best example is Reimu, her character changes from work to work because it's a deliberate choice by ZUN to write her as she appears in the perspective of others.

Transcribe all statements from all characters in all official works. Games, manga series, novels, everything. Share the transcription as a data set.

The wider community will appreciate it, the data set will be usable for other projects, it probably won't get lost if people are using it, and seeing something you worked on be used by the community just feels nice.

Maybe collaborate with some people on it, too. There's more official lore than you might think.
