She's the strongest Touhou, but not for that reason.

Physical Strength: Loses to Oni... and possibly other high tier youkai such as Vampires and Tengu.

Danmaku: Still loses to Suika, given Zun placed her before Suika's difficulty.

She's very intelligent. Her brain works problems faster than a computer can. She's also very wise, having been one of the oldest youkai around. She practically made gensokyo, runs gensokyo, and protects gensokyo, but she doesn't take much credit for it.

Top it off with her power to control borders, which is more or less left to the imagination for its limits, she's one of the most strongest. Being able to change the laws of reality to her whim is not speculated exaggeration according to Perfect Memento.

But to argue she cannot be beaten is disputable, since there are quite a bit of power players in Gensokyo.

Yukari also has an advantage in allies. She is friends with Yuyuko, Suika, and can boss around Ran and Chen. This is also on top of being able to push around Reimu, who obeys reluctantly.

Her fighting track record is X wins, and 3 losses.

Her first loss was during the war against the lunarians. But according to canon she organized a war she knew she had no chance to win in order to teach the youkai a lesson. Her second loss was against Reimu. I don't know if Reimu's win was intentional or not. Her final loss was against the Watatsuki sisters, but it was obvious as all hell she never intended on putting up a fight in the first place.

I don't know if there is another Touhou who can beat her. But I'd say its safe to stick with her.

The first Lunarian War was apparently started to steal the Moon's new power source, it also was apparently not that large of an invasion and made up of weak youkai only set up as a diversion. Yukari also seemingly lost to the Lunarians a third time during a undisclosed period when she went to the moon on her own, and got captured after she screwed up her equations.

shikieki's power to instantly banish people to hell is frightening, and this is on par with Yukuko's ability to instantly kill anything non-immortal.

But, Yukari is canonically the strongest because her defense is well... unparallelled. She could create a border between your powers themselves, and her, thus rendering herself invincible to them. Her powers are vague, and cover almost every essence of the terms 'borders and gaps' you can imagine. She's not truly invincible by any means, especially given the fact that she is vulnerable during hibernation, and even nearing hibernation, when she's at her weakest.
But I'd definately call her the strongest, as her powers cover the largest field of play, and are god tier in their uses on top of that.

Yukari's strength comes from a combination of a powerful and flexible ability coupled with her keen intellect. Some Touhous are stronger and some Touhous are smarter, but none of them are both stronger AND smarter.

The thing about Yukari that makes everyone uneasy is how incomprehensible her thought patterns are. It's not as innocuous as Yuyuko's disjointed insanity because it follows a pattern of logic; it just happens to be a sort of logic seemingly alien to reality itself.
