This is a terrible thread. It deserves to be deleted.

As for my own opinions on moderating, I believe that off-topic discussions, done well, can spice up the life of a community. If you've ever browsed a forum where the moderator takes himself way too seriously and starts splitting threads and warning people for every tiny diversion, it's very frustrating. It makes one feel like they're a child in a store being chastised by mommy, and that kind of feeling can drive worthwhile contributors (lol) away very quickly.

Of course, plenty of people on /jp/ are (or at least act like) children, so we need some moderation going on. The way I see it, you should keep good threads and good posters, even when they're off topic, while deleting the bad threads and banning/harassing obvious twelve year olds, even if they technically are on topic. It might make the board a little unfocused, but it's better than the alternative of rampant underaged stupidity and shitty "X's cuteness is a miracle of the universe" imagedumps that are only marginally /jp/-related in the first place.
