I've been wanting to learn to play mahjong. I know if I play a videogame it would give me a nice boost, but all I can google is some sort of stupid pairing games (wrongly) named mahjong.

So, do any of you know of some software (hopefully in english) I could use?

you can try mahjong navi
it has a tutorial for super beginners and all that
unless of course
you are japanese illiterate

you can also find tutorial websites that allow beginners to play with each other online
i have seen many western websites tend to do it this way

Mahjong Fight Club (DS or PSP) are good games to play offline.
Yakuman DS has a Hint option, which not only tells you what it thinks is the best discard, it also tells you why it thinks it's the best discard.

Also
Go to http://tenhou.net/0/?L0000, click on the 5th tab and watch games of the highest ranked players you can find. Try to understand why they do what.

no ds for me. And yes, I'm aware that I could try an online mahjong client (I have already downloaded one from a so called "game buffet") but i didn't want to bother the hardcore players... but now that you mention it, I could play in a beginner group or something.

AFAIK, there is a translation project for Touhou Unreal Mahjong. (maybe there's a patch on gensokyo.org ?)
