Anyway Keine is a fun but weird character though understanding her best involves diving deeper into canon.

She does not teach fairies or cute youkai. Even though she's half-youkai, she is anti-youkai and is also anti-human "freedom" (it's a more complicated matter than it sounds). She headbutts children who annoy her and she headbutts people in general if they bother her on a full moon. She is actually a fairly hotheaded and stern character, which makes more sense given her best friend is Mokou, who is on fire constantly (literally). When you first meet her she asserts herself firmly and serves as a protector of the entire human village.

Fanon tends to mute or erase these aspects of her character into "just some teacher".

It's rather interesting, in that despite being a fairly minor character in the games, and 'only' a 'lesser' reality warper as far as her powers are concerned, Keine is probably one of, if not the, most important people in canon Gensokyo. She's the one keeping the gears turning and the stability of Gensokyo's faith up as high as it is.

Keine being a main teacher and guardian for the human village, has the unique placement as someone who interacts and consequently guides the children of the humans. Anon above has a serious point, about her being anti-youkai. Youkai are dangerous, and youkai and humans must remain separate for both their safety. I don't think she couldn't be friends with them, and I personally like the fanon takes occasionally of her working with them or teaching them sometimes, but I like this take the most when it is combined with the anti-youkai sentiment. not out of malus, but duty and and understanding of how the realm works, that I think an academic like Keine-Sensei would have.

The biggest reason for all of this, is the faith and fear of humanity that keeps the pocket dimension afloat. If people started becoming more accepting of youkai, and saw them as less and less magical or something to be afeared of, then the place would collapse. Keine maintains this balance by teaching humans at a young age to fear/respect/believe the creditable threats the youkai pose. This not only keeps them safer and more likely to see adulthood when surrounded by the supernatural, but also maintains a credible source for people to base their fears and superstitious perceptions from, thus maintaining the balance of the realm.
