Yeah, bullet hell games are not for everyone. I guess the only way to get more players is to make the Touhou "franchise" more known to normalfags. Look at fumos, japanese goblin, Bad Apple, that bossa nova remix of Yuuka's theme etc. Probably about 10% of people seeing this memes will look into what games they come from. Most of them will just try EoSD on normal, give up and become secondaries at best but the rest might actually like the games.
So if some new incredibly popular meme comes up or an official anime gets made it might bring new players to Touhou.
Do we really want it? Probably not.

Western STG fans do a great disservice to the genre they pretend to like.
Arcadefags complain about their local arcade not having STGs, but when they do they don't even bother showing up more than a couple of times before ghosting the place (I had a talk with an arcade operator a few years back about why he wouldn't put STGs often in his place, which is closed now). As for PCfags, they just pirate. When your favorite genre is a niche, paying for the games actually matters and is a way to ensure the genre's survival.

Do you want more people to play STGs or play Touhou STGs specifically? STGs are niche and appeal to those with older tastes and mindsets, plus a lot of them being made decades ago as opposed to having a steady new stream of releases every year. Touhou's popularity eclipsing most other STGs also doesn't help as a lot of people think of Touhou when it comes to STGs. Ultimately, it just comes down to there not being much to discuss when it comes to the genre. If you want to spread the word, pick out a handful and recommend those you like. I recently played Zeroranger, it was fantastic.

Meme regurgitation just encourages people to consume more derivative content. Unless they already like STGs or are just very adamant about checking out the games, the average secondary is probably content with gachas, Era shit, or shovelware fan games.
The only way I'd see more people playing official games is if ZUN started pandering hard. As in no-effort instant gratification gameplay + gratuitous fanservice to appeal to that short attention span crowd.
