I think it's only an issue if you're the instigator. Using an adjacent example, whilst it's clear villagers becoming youkai on their own is forbidden it's not so clear if another youkai forces it on a villager, consenting or no.
Going from the logic shown, trying to fraternize with a youkai is probably banned but them fraternizing with you is not.

And outsiders are likely exempt from all the rules since they're open season anyway and if one pulls it off then he frankly deserves it.
