She's a corrupt judge. It was confirmed in her Touhou 18 card description ("Money is the best lawyer in hell"), and it's also consistent with how King Yama is portrayed in Chinese mythology: the Chinese transplanted their own bureaucracy onto their afterlife, and this included corruption.
I probably don't need to explain how a corrupt judge of the dead is more evil than misunderstood woman who wanted to escape her marriage and her mortality.

Dead people can't use the money they amassed in life, their wealth is proportionally equivalent to the relationships they formed with others. Rich souls that can afford the 'bribing' are good people. You won't have any money to 'bribe' the Yama with if you are a bad person.

I have never heard of this. Yes, you can burn ritual money to send to the dead to help them out, but a rich person will have an easier time there, too (but they do indeed need someone to burn the ritual money for them, so one loyal friend).

Virtue/relationships = money, where does it mention this in PoFV? As I recall, there is no mention of money at all, because Eiki appears to be a whole impartial and fair judge at this point. It's only in TH18 that we learn something of the contrary.
Being corrupt doesn't mean that she is wholly rotten. Eiki would much rather not send people to hell, which is why she offers everyone advice on how to improve themselves before it's too late, and, if it is too late, why she may be willing to forgive in exchange for a fee.

Digging around a bit more, it seems like most of what you mentioned is in the character profile txt for PoFV as well. Not in game, of course, because it's a Touhou game after all.
Interestingly, it also says that you have to give up all your money to Komachi, so Eiki would never see any money, so I dunno how 'Money is the best lawyer in hell' works.
>When a person dies, they must cross a river. Komachi will then lecture them on how to cross the river. The width and depth of the river changes depending on her mood. Also, if someone has done too much evil during their lifetime, they may even not be able to cross the river.
>A shinigami judges one to be good or bad not by the amount of sins and the like, but by money. That is to say, not the money that the deceased may have had while they were alive, but rather the total amount of money possessed by those who yearned and miss that person from the bottom of their hearts. That's pretty brutal. Given how much money my parents must have spent on me, I'm pretty sure I'd hesitate if I hadn't read this. And how does it work for people in developing countries; they'll have much less cash to give Komachi even with this system. The claim that 'rich people are often despised' is just weird, if you consider that middle-income Americans are all pretty rich when viewed globally.
