No... any given model of miku describes the look of her bodily features, not her clothing. There are some where she wears spats, but I don't think they're the majority.

The Lat model is usually given Miku's traditional clothes in grey or white, and also commonly a sort of winter school uniform. But I've also seen costumes with spats, normal underwear, school swimsuit, kimono, etc. Look up　Lat式 on Nicovideo if you want to see it.
