off the top of my head, current best makers that will sell to westerners are :
Tsuki- poisonboutique.com, it should be updating after this weekend, has obly put a few works up but I have high expectations.
GouKaOu- http://sharkgogo.myweb.hinet.net, click on "items" to get English ordering instructions. Great zentai and masks.
Dolphin- http://www2u.biglobe.ne.jp/~kiglumin/index.html, You'll need to be able to do business in Japanese for this one, and I hear it helps to not look like some random schmuck.
Nukopan- http://nukopan00.blog115.fc2.com/, same deal, your best bet is to send an email in Japanese. Mainly deals in selling "blank" masks that the buyer customizes themselves.
Wyu- http://kigurumicosplay.com/, quality debatable, but if you like how they look, this is the fastest and easiest way to get a mask for a westerner.
Gaka- http://www.gkk-s.com/, just starting out, if you're looking for good quality zentai that won't cost you an arm and a leg I'd suggest here.
Ayame- http://ayame-store.jp/en_index.html pretty nice masks, very minimal customization however. Highest quality body suit but also twice as expensive as most
