My answer is to read the novels for that answer, but to answer your question, she will never get powers and everyone has a set hard limit to their abilities that they can never pass no matter how much effort they put into it. Hardly anyone will even reach that, because that limit (unbeknownst to the public) is calculated very early on and put into the Parameter List. What Parameter List exactly contains is uncertain, but it might have been used to determine if the esper developed through the Power Curriculum Program would compensate for the cost of producing it. For example, a person who has the potential to become a Level 4 quickly would receive more focus on their development such as better facilities and resources than those who can only go up to Level 2 in the list. And even then, the only ones who are not expendable meat in Crowley's eyes are Accelerator and Touma (who isn't even an ESPer and is just called one for political reasons). And even then, Accelerator is expendable if he turns against Academy City. All other ESPers are simply AIM factories and at most possible cannon fodder for conflicts. Kakine was the closest thing to Accelerator in terms of being an ESPer of interest, but even then he didn't even have enough interest from Crowley to even be allowed to speak with him. His usefulness to Crowley is pretty much being a brain in a jar for creating cheap Dark Matter for the Acadamy City military to use.

As for groups like Anti-skill and Judgment, they are nothing more than things to help PR for Academy City to bring in more investors and potential SYSTEM candidates.They have little to no power in actual matters beyond simple police grunt work.

But since this is a thread in /jp/, you should be expected to be reading or have read the Index novels. Otherwise this is an anime thread and should be promptly deleted. Especially because Saten is an anime and manga character.

There are several reasons besides the main one which is that it has become ingrained into 4chan culture.

First off is her personality. Not putting effort into anything and instead looking to quick things like Level Upper to solve her problems. When problems arise, she whines about them and feels sorry for herself. She would likely let a dozen men cum inside of her unprotected if it meant getting some sort of power.
Second is the fact that the Railgun anime director set her as a near-protagonist of the Railgun anime, replacing other characters in scenes and taking spotlight in many others.
Third is because of how her fanbase treats her. Especially how they acted when the Railgun anime aired. Her fans would call everything in the franchise except for her shit and militantly do this in every thread about the franchise. Actually, she appeared in the background of one illustration. In the Railgun manga, she is a very minor side character. For some shitty reason, she was made into pretty much the protagonist of the Railgun anime.

That wouldn't really make sense, because Index has nothing to do with the Railgun events and characters. However, if you switch Kuroko and Mikoto with Uiharu and Saten, all of the canonical roles are kept essentially the same AND Saten gets screen time. It even makes sense for her to be there instead, because she had her Level Upper rehab at Touma's school in his classroom.
