It's a quote from Edsger Dijkstra. Well regarded figure in Computer Science. Probably best known for Dijkstra's Algorithm, because it's easy enough to teach to undergraduates. It's a procedure to find the shortest path between two nodes in a network.
He is famous for not giving references in general. He wrote at a time when computer science was still emerging as it's own separate discipline and was big enough of a figure that he could just clown on people like that.
As so where exactly that quote is from, I don't remember. It's probably from "A Discipline of Programming".
