The fact that the LM-12 has such perfect overlap in capabilities with the LM-8A was a bit confusing until I realized they're built by different groups (SAST and CALT) who are probably chasing the same LEO constellation market. LM-12 should be cheaper to fly since it doesn't have boosters or a hydrogen upper stage, but CALT said they were setting up to produce 50 8As per year so they might be able to brute force their way past that with economies of scale. It'll be interesting to see how this shakes out, at least before rockets like the Tianlong-3 and Zhuque-3 come along and make all of these expendable vehicles irrelevant.

I don't think the relative cost matters that much. I think both LM-8A and LM-12 are meant to be the "conservative track" for launching China's megaconstellations - designs that are as cost-effective for GW/G60 launch as possible without being so ambitious that they are at risk of encountering delays - as part of a wider hedging strategy at the national level. LM-8A and LM-12 being CALT's and SAST's respective contributions to that purpose. Neither of these rockets are likely to have a long career, because they will be made obsolete by reusability within a few years.

I think the relative production rate of LM-8A and LM-12 will be based on whatever workshare is needed to fill up their respective factories, not based on their relative cost.

CALT should already have a lot of 3.35m and 2.25m production equipment from the hypergolics that are being phased out. WSLC already has a underutilized pad able to launch LM-7/8. It makes sense to use this for LM-8A. SAST builds LM-6, 6A, 6C and LM-5 boosters, so they can repurpose their 3.35m equipment to those.

The reason why performance is so far off in reality compared to claimed/promised is due to high dry weight and lower ISP which is 8-10% lower than reported performance figures. They also throttle down the engines a bit, so no wonder NASA is questioning the viability of engines. They can only bring some limited improvements by extending the stages with versions 2 and 3 and adding several hundred tons of fuel, but nothing near 100 tons let alone more than that, rocket equation is a harsh mistress. There is no expendable plan whatsoever, they can’t afford to expend them due to lack of engine production.
