De facto, the limit between in character and ooc is invisible and due to the fact that chuubas will inherently be based on the personality of a real person means the border between IC and OOC will be different between person to person.
Still that "from person to person" border of what makes chuuba y, chuuba y tends to converge around a general area of traits and opinions.
Now as for how to actually use this for fics. You're not going to know what they were actually thinking ever but you can make educated guess off of what you do know about them, and from that construct a general area of "who they are".
From there you can throw that persona into the melting pot of your plot and see how they'll interact from there.
...
Or just don't overthink it.
If a chuuba has been on air for years then generally everyone tends to have a similar view of what that chuuba is, and chances are your image of them is close enough that it won't feel OOC for other people.
So just write what you want and make the metaphorical dolls play together and kiss.

You make some good points about the review system. I suppose I was thinking how it must work for published books and the like, which are usually read by a reader due to the genre, author, or premise, in which there is less likely to be extremist votes for either end of the spectrum for mundane reasons. Those definitely still happen, but they might be less prone to it since they don't have to deal with the audience of readers looking for a specific character ship or something.
Tagging is another beast all together, and I can't begin to imagine a decent solution that is both intuitive to use while giving someone the power to easily find the best quality work that fits the scope of what they are looking for.

I like when goons and jobbers gas themselves up at the start of the fight, but when it becomes clear after one or two get their faces broken that they are severely outclasses and enter that fight or flight state. For the fight itself it's nice to have hard hitting and swift flowing action, you're not meant to spent a lot of time on the fodder, but it's always cool to show the difference in might between them and your characters. With lower level grunts you can also have a bit of fun either using their own bodies as weapons like knocking heads together or straight up throwing a body into a group and having them fall like bowling pins.
